well, if you clay the car before polishing, the surface of the car should be clean. as far as whether claying or using the paint cleaner works better at cleaning the surface, i don't know as i usually clay before polishing or any other paint cleaning. you could try doing both on a section of the car and us the baggie test (put your hand inside a ziploc type bag and rub your hand over the surface of the car) to see which one feels smoother. and well, polishing is another way of cleaning the surface of the paint.
